The NOCP is the national standard by which all basketball officials in Canada are to be certified. The program was initiated in 2007 by the Canadian Association of Basketball Officials (CABO), and was developed by several national-level educators, interpreters, and evaluators.

The NOCP has four levels that can be awarded in Canada. Levels 1 and 2 are certified at the local association level. Level 3 is awarded by the ABOA. Level 4 is earned at the national level. A Level 5 certification can only be achieved by earning a FIBA license, which is coordinated through the International Basketball Federation.
